- A Copy of the Shropshire Charter was issued to each Councillor for review and
discussion at the November meeting
107/10 Public Session:
- Richard Powell- Chairman of Wem Rural Parish Council spoke about ways in
which neighbouring parish councils could work together on issues that impacted on each parish. The principle was welcomed and the Chairman thanked Mr Powell.

Orders for the payment of money as per the financial report of the Responsible Financial Officer were proposed by Cllr Beer, seconded by Cllr Demet and agreed by all present. And thus it was
RESOLVED that outstanding accounts should be paid and cheques were signed by The Chairman. The Clerk to obtain a second signature from absentee cheque signatories following the meeting. |
- Balance sheets for August and September were tabled, together with an Expenditure Report to 29th September 2010. No questions or comment.
- Report from NSW. The Report had been previously circulated. No questions or comments
- Audit: Annual return ending 31 March 2010: The Councillors reviewed the Auditors comments and were pleased to that the Return complied with all legal and regulatory requirements. The Chairman recorded his thanks to the Clerk.
109/10 Planning Issues
Planning Applications: The following applications were considered at the meeting:-
- 10/03729/FUL: Erection of a multi-purpose building comprising a tractor shed/forage
store and livestock accommodation/stables to include change of use of land to equestrian use. Land Opposite 2 Upper Barn, Rack Lane, Whixall. Support, subject to condition that use is wholly personal
- 10/03678/FUL: Conversion of outbuilding to form residential accommodation
ancillary to the main dwelling and office, Moss Lane Farm, Moss Lane, Whixall. No comment
- 10/03326.FUL: Erection of an affordable dwelling with detached garage. 4 Chapel Lane,
Whixall. – amended plans. Mr Darlington and Mr Richards explained the detail of the revised drainage system that formed the basis for the ameded plans. Support
Planning Decisions:
- 10/02124/REM: Plots 1 and 2 Post Office Lane, Whixall. Approval of Reserved Matters. Permission granted
- 10/03397/FUL: Erection of a two storey extension to side and rear, single storey sun room to front and porch to rear (modification to previous planning permission ref. 10/01331/FUL). Permission Granted
- 10/03083/FUL: Erection of a 2 storey rear extension. The Willows, 4 Sandy Bank, Whixall. Permission Granted
110/10 Highways issues
None
111/10 Quality Status
- School Logo. The Clerk will ask Cllr Peile for details of the winner and publicise it.
- Training: A schedule of training for 2011 could not be completed as the 2011 ALC Training Calendar has not yet been compiled
112/10 Parish Matters
- Parish Plan: Councillors reviewed the content of the re-drafted Parish Plan and also a number of plans produced by other parishes. It was decided that Cllrs Demet and Beer would produce a further draft with the objective of producing a document that was more target focussed with clear objectives/accountabilities and improved presentation quality.
- United Reformed Church: The Clerk tabled a letter she had written to the Trust Secretary of the United Reformed church requesting an update and details of future possible finding for the upkeep of the Church. Councillors were content with the approach taken. She had advised Mrs Rose Grocott that this item would be on the November agenda.
- Senior Citizens Christmas party: The Clerk tabled an Action checklist and provided each Councillor with a copy on which to note their individual actions.
- Remembrance Sunday – Sunday 14th November 2010 (assemble at 10.30 am) The United Reformed Church have kindly offered hospitality following the service.
- Schedule of meetings for 2011. A list of dates for 2011 meetings was approved.
- Parish Newsletter: The Clerk tabled a draft she had compiled for the October issues of the Parish Newsletter. Ideas for inclusion in the newsletter were discussed and the Clerk will add these to the document and arrange printing. Distribution will take place during late October or early November, by hand.

- West Shropshire Talking Newspaper: appeal for donation - denied
- Shropshire Council: dog fouling and litter issues - noted
- Shropshire Council: Environmental Maintenance – Street Cleaning survey – Clerk to response
114/10 Councillors Reports
- Cllr Demet reported that visits to the website continue on an upward trend
- The Chairman reported that the projected school pupil numbers for January 2011 at Whixall C of E were 125 and that this met the requirement to maintain existing funding levels
- Cllr Beer reported that the Social Centre committee were investigating grant support for re-surfacing the entrance to the Social Centre. It was suggested that joint funding from the Bowling Club, Social Centre Committee and Parish Council should be considered. In the meantime, Cllr Evans agreed to carry out a temporary repair to the entrance.
- It was noted that an LJC meeting would take place on Monday 18th October at Edinburgh House.
